How Do I Renew My Registration?

When renewing your motor vehicle you have 3 options:

  1. Renew online: You can renew your registration online through the Kentucky Motor Vehicle Licensing System. Visit their website to get started. RENEW NOW. You will receive your completed renewal by mail in 3 – 5 business days.
  2. Mail-In Renewal Service: A $2.00 fee is added to cover postage and handling. Send registration certificate, current KY insurance card, and payment (plus a $2.00 mail-in fee) to Rowan County Clerk, 600 West Main Street Room 102, Morehead, KY 40351. You will receive your completed renewal by mail in 3 – 5 business days.
  3. Renew in Person: Visit your County Clerk’s Office during normal business hours.

When renewing your motor vehicle remember these items:

  • Proof of current Kentucky liability insurance is required for all vehicles.
  • Proof of Kentucky insurance (VIN number must match registration)*
  • You may also provide the current registration and/or renewal notice received in the mail.
  • All titling transactions require odometer disclosure.
  • Kentucky law requires a person purchasing a vehicle or moving an out-of-state vehicle into Kentucky to make an application for title within 15 days.
  • Vehicles coming from another state must have a Vehicle Identification Number inspection before titling in Kentucky.
  • Motor vehicle license plates are renewed in the owners birth month except personalized and specialty plates.
  • Special Plates are available for additional fees.

*the effective date on the insurance card must be no more than 45 days from the date you come to the County Clerk’s Office to register your vehicle

Property Tax

The owner of a vehicle as of January 1st of each tax year is responsible for the tax for that year. If at the time of transfer the property tax has not been paid the seller will be responsible for that tax. To avoid delinquent taxes, it is recommended that the seller pay taxes at the time of transfer. If they do not do this at the time of transfer, the seller will be sent a notification by the KY Revenue Cabinet of tax due. This does not relinquish the responsibility to pay property tax timely.
Note: Fees are based on a 12 month validity period for standard-issue plates and do not include special or personalized plates.

When Are My Vehicle Taxes Due?

Kentucky residents have the option to license their vehicle with a standard KY license plate or to personalize it with a variety of specialty plates. Due dates to renew your tags vary between the type of plate and/as the type of vehicle you own. Personalized plates are available on both standard and specialty plates.

The personalized plate cannot conflict with the State number/letter system nor be offensive. The customer has the option of ordering a “new” plate each year or renewing with a decal only.

Standard and Personalized Plates

For all standard (“In God, We Trust” or “Unbridled Spirit”) KY plates, the due date to renew the tags is the customer’s birth month.

If the customer chooses to personalize their standard KY plate, the due date to renew tags is the month of December.

The maximum characters permitted on a standard-issue personalized plate is six (6). One space or one dash may be requested in addition to the six characters. The number of characters permitted on a personalized special plate varies.

Specialty Plates

Most specialty plate tags must be renewed during the customer’s birth month.

However, the following specialty plates are due in the month of December:

  • Congressional
  • Eastern Kentucky University
  • Emergency Management
  • Firefighter
  • Fraternal Order of Police
  • University of Kentucky
  • University of Louisville
  • Western Kentucky University

The Commonwealth of Kentucky has over 60 specialty plates for a customer to choose from, if they wish not to purchase the standard “Unbridled Spirit” or “In God We Trust” plates. For a complete list of plates including pictures and fees, visit the Transportation Cabinet’s specialty plate list.

$25.00-Application (ordered by customer)

It may take up to 30 days for the plate to be received at the County Clerk’s office. Additional fees will be collected at the time the personalized plate is issued to the customer.

Motorcycle Plates

The maximum number of characters permitted on a personalized motorcycle plate is six. If all six characters are used, additional space or dash is not permitted. The number of characters permitted on a personalized or special motorcycle plate varies.

The due date for all standard, personalized, and specialty motorcycle plates are the customer’s birth month.

BUYER BEWARE! – TITLE AND SERIAL NUMBER CHECK Before purchasing any motor vehicle, make certain that the current owner can provide a valid title for the vehicle. Be sure to verify that the Vehicle Identification Number (VIN) matches the number reflected on the title. This number is typically located on the dashboard on the driver’s side and is usually visible through the windshield. If these numbers do not match, insist that the discrepancy be corrected or do not complete the transaction.
